You are looking at a lower Valance Panel (Spoiler) for the earlier versions of the BMW E24.  
It comes with all the installing brackets support except for the left middle. They will be removed to facilitate shipping and included in the box. It is in great shape. There are no major rips except for one that has a crack where a screw to fasten it was put too tight. This is not an issue, but as a Shark Enthusiast, I like to disclose all after my inspection.
