These are custom made tailgate chain covers. They are made from rubber lined canvas fire hose with an inside diameter of an inch and a half.  I have center punched a small hole to allow for drainage. We can make these up to 24 inches long. Please be sure to message me with your desired length. They are a natural canvas color but can easily be painted. They come in sets of two.
