I put used because honestly I don't know, but if they were ever used there is sure no sign of it. Inside they are clean as a whistle with no exhaust dust oil or grease. in my opinion these are brand new and I really don't think they have ever been put on a bike. there is no sign of bolt marks or pipe fitting marks.
