These are new Heavy Duty motorcycle  chrome shock absorbers. This set of shocks is specifically made for the Honda GL1500 VALKYRIE models from 1997 to 2003 only. The free length is 11.5" which is about 1.5" inches shorter than the original stock 13" shocks.  The springs have 5 tension adjustment positions.  The spring adjuster tool is also provided.  All required bushings are preinstalled to provide ease of installation. The green wire ties that you see in the lower shock eyelets are there to secure the bushings to keep them from being lost.  THESE SHOCKS COME READY TO INSTALL AS THEY ARE WITH NO MODIFICATION NEEDED.  PRICE INCLUDES BOTH SHOCKS.
