This is a Kent transom adaptor (Transadaptor), it allows using a long shaft motor on the short shaft hull of 1958-1970 13ft Boston Whalers. I purchased it from Kent Fabrications for $450, its new I never took it out of the box. Here is the manufacturers description:
From 1958-1970, the transom of all Boston Whaler's 13' hull were designed to fit a 15" short shaft outboard motor. However in 1971, the transom design called for a sink-like motor well (top left).
