This is an original remote keyless entry produced by the factory.  It works on Lexus vehicles, like the ES300 and LS400, mainly from 1997-1999, all models with factory remote keyless entry.  It may also work with other years and models of Lexus vehicles.

This remote can be programmed to your vehicle by you.  For instructions, go to your favorite search engine and put in keywords like "program....your....remote" and you will find them.
