This is off of a 1998 Merc 40 hp and tested fine. It has a money back warranty too. It has been on my shelf for about7 years. The problem turned out to be a different component, probably the switch box. I bought out a motorsports business that had lots of these kind of parts. I can only guess that the guys replaced parts based on trial and error rather than electrical diagnostics with a multi/DVA meter. Thanks, Tim
