This front wheel is in very good mechanical condition, but a bit ugly. See the clean grease that I found in both sides? See the nearly new tire? I am sure that this bike had a new tire mounted and bearings serviced just before it blew up. The rim is quite true, and the bearings are great. I found two bent spokes, but that isn't important for normal riding. This wheel will give many years of service as is.
If you want it to be pretty, then cut off the spokes, blast the hub, polish the rim and spoke it back up with new spokes.
I know nothing about the bearing (spacing) preload. Both bearing caps are fairly good, but the first one shown has screwed up holes for the removal tool. The second one is OK.
The tire is so new that even the tits in the middle are not completely worn down. If you don't like the tire, I will remove it and you might save a few dollars in shipping. You are getting a good tire for the small price of increased shipping. The tire rubber is still fairly supple and I would use it. I know nothing about the balance since the disc has been removed.
