This is a custom remote display for a Valentine One1 radar detector.  

The factory remote display is concealed behind a special mirror.  This allows you to monitor the arrows and strength without having a radar detector mounted to the windshield (cops F'ing HATE radar detectors).

It is all contained in a mirror from a 2005 Lotus Elise, but you may be able to fit this in another car.
