This was in a lot of surplus items I prchased from Property Disposal at NAS Corpus Christi around 1977. It is apparently a controller for the N2 (Free Power Turbine) on the Ch-47A or B. The tag attached reads " # 2 Engine A C Beep Sticking in Flight."
