Early model device I assume was designed to regulate fuel pressure and possibly save gas. Has one inlet and duel outlets. One outlet currently blocked off with brass screw plug...You can google the name and see an old installation instruction sheet showing a pressure gauge attached to one of the 2 outlets, and the proper attachment of devise. Name on it is Flow-trol-r. Also marked...200-53.
